Water damage questions from Cape Coral homeowners
Most questions come down to four things: what to do in the first minutes, how long drying really takes in this humidity, when mold becomes a licensed job, and who pays for what. Here are the answers, with the agency you can check each one against where there is one.
- Phones answered 24/7
- Storm water, canal flooding, leaks
- Estimate approved before work
- Moisture readings documented

First steps and safety
Where is the water shut-off on a typical house here?
Often on an exterior wall near where the supply enters the house, with the meter box out near the swale by the street. A water heater has its own valve on top of the tank, a toilet has an angle stop behind it, and washers and dishwashers each have their own stops. Find yours on a dry day and label it.
Is it safe to walk through standing water indoors?
Not until the electricity in that area is off and you know what the water is. Wet outlets, extension leads, floor lamps and appliances are the hazard, and the panel only gets switched if it is dry and you can reach it safely. After flooding, treat the water itself as contaminated and stay out of it.
Should I run fans and open the sliders to help it dry?
Fans yes, sliders usually no. Outdoor air here is often wetter than the room, so opening up adds moisture rather than removing it. Keep the space closed, leave the air conditioning running if it works, and move air across the wet surfaces. Household fans help at the margin; they will not dry a wall cavity.
How quickly does this need to happen?
Soon enough to matter. The EPA's guidance is to dry water-damaged materials within about 24 to 48 hours, which is roughly when mold growth tends to start. That is why the line is answered around the clock and a crew is sent as soon as one is free. No arrival time is promised, because after a storm the queue decides it.
Drying, mold and what gets removed
Why does drying take longer than I expected?
Concrete and humid air. Water under tile sits in the thinset and the slab and comes out slowly, a block wall with furring hides a cavity that reads dry at the surface first, and the outdoor dew point gives the dehumidifier a hard job. Readings at the slab edge and the bottom plate decide when equipment leaves.
Who is licensed to do mold work in Florida?
Florida licenses mold assessors and mold remediators through the Department of Business and Professional Regulation, under Chapter 468, Part XVI of the Florida Statutes and the related rule chapter. The licensing covers mold areas above a statutory size, and an assessor is kept separate from the remediator on the same structure. Any licence can be checked on the DBPR website.
Can I clean up a small patch of mold myself?
The EPA's general guidance is that an area under roughly ten square feet can usually be cleaned by the occupant, while larger areas, anything sewage-related and contamination inside an HVAC system call for professionals. Mold can trigger allergy and asthma symptoms in some people. Find and stop the moisture first, or it returns.
Why does flood water mean more material is removed?
Because cleaning cannot reach inside a porous material. Flood, canal and surge water is handled as the most contaminated of the three water categories, so carpet pad, soaked particleboard, wet cabinet bases and the lower edge of drywall generally come out, while the slab, framing and hard surfaces are cleaned and then dried.
Storms, flood zones and the city
When is the risk highest here?
Wet season runs from about May 25 to around October 10, with near-daily afternoon thunderstorms, flash flooding and lightning. Hurricane season runs June 1 to November 30, and mid-September into early October carries the most tropical-system risk. Dry season moves the calls indoors rather than ending them.
What is the 50 percent rule?
Under the National Flood Insurance Program, a structure in the Special Flood Hazard Area whose repair or improvement cost reaches or exceeds 50 percent of the structure's value must be brought into compliance with current flood-damage-prevention rules. The city makes that official determination, not the owner, the engineer or the contractor. Lee County publishes the same rule for unincorporated areas.
Does an elevation certificate help?
It can decide the question. A building already above the freeboard elevation with proper flood openings can generally be repaired without triggering the rule, and the certificate is how that is shown. Certificates have been required since 1991, so older houses from the 1960s and 1970s may not have one. Ask the city before you rebuild.
How is this city's water and sewer situation changing?
The Utilities Extension Project is bringing city water, sewer and irrigation to areas that have been on wells and septic tanks, in phases covering thousands of parcels at a time, and treated wastewater returns to customers as irrigation water. Where you sit in that programme changes what a backup means. The septic and sewer guide has the detail.
Money, insurance and licences
Why will nobody quote a price over the phone?
Because any number given before the wet area is measured is a guess, and a low guess is worse than no number. What you can get on the phone is what drives the figure: the area of wet material, the water category, the materials, how long it sat, equipment days and whether a repair follows. The estimate is approved before work starts.
Does homeowners insurance pay for this?
It depends on the cause and on your policy. A standard homeowners policy generally responds to sudden and accidental water damage and generally excludes flood and long-term leaks. Flood is a separate policy through the National Flood Insurance Program or a private insurer, and NFIP policies generally have a waiting period. The insurer decides under the policy terms.
Who helps if a claim goes wrong?
The Florida Department of Financial Services, Division of Consumer Services, helps consumers with property insurance claims at no charge and offers free mediation for homeowner claims. Its Insurance Consumer Helpline is 1-877-693-5236. The claims guide explains what to gather before you ring them.
How do I check a company's licence?
Ask for the number, then look it up yourself on the Department of Business and Professional Regulation licence search, where the classification and status are public. Repair and rebuilding after drying generally falls under Florida contractor licensing through DBPR. Technician certifications from industry bodies are credentials rather than state licences, so treat them as extra.
